A man was outside walking his dog on a stormy night with light cloud cover and saw a bright light to the west on two occasions. The light was about half the size of the full moon, of constant brightness and shone for 15 to 20 seconds. The first time it was at an angle of elevation of about 45 degrees. The second time the light came on at a different position in the sky, at an angle of elevation somewhat lower and seemed to “flick off” abruptly. The lights were at rest when seen. There was distant lightning, and no stars were visible.
