A woman observed a stationary light to the northwest at an angle of 60 degrees elevation. It flashed once every 14 seconds, and was observed for 45 minutes. On Wednesday 27.1.1999 it was seen again at 3.30 am. While the field of stars moved, it held a fixed position in the sky.
